HOW YOU MEET IT
Every card fades up on scroll, and the fade says nothing about the card. Meanwhile the one thing on the page that genuinely happens over time — a process, a transformation, a quantity collapsing — is a static diagram with an arrow through it, because animating that properly would have been work.
WHY IT HAPPENS
Motion is the easiest thing in a design system to add and the hardest to justify, so it accumulates as polish. And because it is usually decorative, prefers-reduced-motion gets implemented as animation: none — which is harmless for decoration and catastrophic for the one animation that was carrying the meaning.
