When does silence explain more than another sentence?
Working direction: when the reader already has the evidence and needs time to make the connection. The boundary remains a design judgement, not a measured law.
The working direction is visible, but it is not presented as a settled result.
When does a form deserve promotion from a site into HAUSE?
The working answer: when its props no longer know whose content they carry. A form enters the library the day its example copy could be swapped without touching the component.
